Abstract 

The article presents a discussion about failures of the State and the Market in the conduct and execution of economic and social policies, and includes Civil Society Organizations, as an economically viable alternative, which can mitigate the effects of these failures. 

Introduces a quantitative-qualitative theoretical model to evaluate efficiency, efficacy and effectiveness of a partnership project that signals sustainable performance, based on accountability process and fulfillment of the objective. 

The proposed theoretical model contributes to the literature by filling a previously existing gap in evaluating the sustainability of a partnership project, in the quantitative and qualitative aspects and it is expected that empirical research can test the model and propose improvements in the evaluation metrics.
